I always expect extra tax in the US and I would expect that a retail tax in Hawaii as a state will be higher than mainland.
One thing freind of mine fed back was that long term rental costs were very good and the shops were mega flexible and understanding about broken kit. Tax in the US will vary from state to state and even inside the state with local taxes as added well. Several states have no tax, Oregon, New Hampshire, Delaware, Montana,Alaska. (they will collect tax for gas and other federally taxes things, but its in the price)
If a item is purchased from(phone./internet) , say , California and shipped to Texas no taxes are collected , unless they have some intrastate agreement, never had that happen.
FWIW their is no import duty on Windsurf boards, only a small administrative fee, and its been waived in my case twice.
4% tax is pretty low
